Purpose: Strengthen the discourse on recovery by focusing on demand for better recovery systems ex-ante; Promote practices leading to resilient recovery and enhance global knowledge resources; Build capacity for disaster risk reduction in recovery and reconstruction;  and the starting point should be to move away from any process that reinforces the image of the island and their neighbor devising solutions and proposing “new” visions to the Caribbean; and the utilization of technology that will increasingly be needed to be applied in the reconstruction development.
