U.S. MINORITY CHAMBER OF COMMERCE ANNOUNCES “WORKFORCE MOBILITY PROGRAM” TO HELP U.S. EMPLOYERS MEET TEMPORARY AND HIGH-DEMAND LABOR NEEDS

The United States Minority Chamber of Commerce today announced the launch of its “Workforce Mobility Program,” an initiative designed to help American employers address temporary and high-demand workforce needs through properly documented and trained foreign workers under the H-2B temporary nonagricultural worker program, particularly in construction, hospitality, building maintenance, and related services.
The program is designed around a flexible workforce model in which qualified workers may be assigned to different projects and locations according to the needs of participating employers, subject to the applicable federal immigration, labor certification, employment, and H-2B requirements. Assignments may vary in duration, with participation potentially extending for up to 18 months where legally authorized.
“The Chamber is betting on a human and practical solution for American companies that need workers when demand is high,” said Doug Mayorga, CEO of the United States Minority Chamber of Commerce. “From a skilled carpenter to a locksmith, painter, maintenance technician, or building-services worker, our objective is to help employers secure qualified personnel within approximately 30 days whenever the applicable federal process allows it. Each participating project is structured around a minimum workforce requirement of 10 workers.”
TRAINED, DOCUMENTED AND READY TO WORK
Through the Workforce Mobility Program, the Chamber coordinates a comprehensive workforce-support system designed to provide employers with workers who are trained, properly documented, and prepared to meet applicable federal requirements.
The Chamber’s support may include:
- Recruitment and pre-screening of qualified workers;
- Workforce training and preparation;
- Coordination of required immigration and labor-certification processes;
- Coordination of air transportation to the work location;
- Assistance with suitable worker accommodations;
- Assistance with Social Security documentation and related onboarding requirements;
- Payroll administration; and
- Ongoing workforce monitoring and administrative support.
The program is intended to provide employers with a single coordinated point of contact while helping workers transition into temporary employment in the United States in an organized and compliant manner.
A CONTROLLED MOBILITY MODEL
The Chamber’s Workforce Mobility Program is structured to allow participating workers to move from one qualifying project to another when legally authorized, helping employers respond to changing labor demands while providing workers with continuity of employment opportunities.
For example, a worker may complete a project in one location and subsequently be assigned to another project in a different U.S. market, subject to the terms of the worker’s authorization and all applicable federal regulations.
“This is not simply a labor-placement program,” Mayorga added. “We are creating a controlled system in which the employer receives qualified personnel, the worker receives structured support, and the Chamber remains involved in administration, payroll, compliance, and monitoring throughout the assignment.”
